Last time I was there in September, I waited around for it. I knew the schedule but asked a CM about it anyway. The CM said she had no idea what I was talking about and seemed annoyed that I was asking her. She told me people ask her all the time. So, I asked another CM who said they did not know what I was talking about either. I knew there was something so I asked a cleaning person and he first said he did not know about it. A few minutes later came up to me and said "yea I have heard about it". He said he did not know if it was going to happen or not but he would try to find out. He came up to us again and said that his Manager said that if it was going to happen it would happen at 10:00. So, we waited till 10:20 and nothing happened.

Are CM's not allowed to talk about it? Why would they all say they did not know about it?

The Kiss Goodnight is very subtle; it might appear only as background lights/music if you didn't know what you were looking for, especially if distracted by crowds and the bustle of trying to leave the park ahead of (or during) the rush.

I might suggest a leisurely pace out - let the crowd surge go in front of you - and enjoy a sit down ice cream overlooking the castle and wait for the dance of lights and music.

I don't doubt that they have been, but it is not a "scheduld event" on party nights so there is not a listed time to be able to tell someone.
