Kids don’t eat

My children are tube fed and won’t be eating. I know I still must buy them the DDP if I want it. My question is, will they be charged a meal for merely sitting at the table?
 
If it's a character meal or one with entertainment (like the luau) then they will almost definitely be charged. At a regular sit-down meal, no.
 
I remember reading reports that some managers have waived the fee for tube-fed kids on occasion but it's really case by case. I would expect to pay and if they don't charge you, take it as pixie dust. I really think it's ridiculous to charge tube-fed people for a meal, even if there's characters or a show.
 
As PP mentioned, they will likely be charged at any meals that are buffet, AYCTE, or prix fixe. Most of those locations are character dining, so you are not just paying for the food, you're paying for the characters/entertainment. At normal "menu" restaurants you will only be charged for what you order.
