next Tuesday we are heading to Buffalo to catch a flight on Wednesday morning to California. The IL's are coming with us and have offered to take our 12yo (and possibly the 17yo if he's not working) ahead of us on Tuesday at lunch vs. Tuesday at 5 when dh and I can leave.

Other then passport what do I need to send with them? I did do a letter explaining that they are going ahead of us with their grandparents and included full names and birth dates for the boys as well as contact phone numbers for dh and I. They will also have the Southwest confirmation that lists all of our names since flights were bought together.

Do I have to have this letter witnessed by someone and if so who?
 
There was a similar thread a couple of days ago abouat children going on vacation with relatives, and the letter that would be necessary to send with them.

Your situation is actually the same, since it involves sending children across and international border with adults other than their parents.
