Ok, here's a senario for you:
You all know by now that I am traveling with girls who are not my own. When the docs come before we leave ( don't even want to think of them being late with all the parent that have to sign them) and the adults in the room must fill outhe permission for a girl to use the KTTW for charging. What if the parenet ( who's not going) would like to let his daughter use his credit card for charging privilages? She would not necessisarily have the credit card with her. Can on board charges only be charged to a credit card of a passenger? Gosh, does this even make sense?
 
Yes, it made sense. :) And the answer is the actual card must be given at check-in so that it can be swiped through the charge machine, so if the child is authorized to use the parent's card then I suppose it could be done. But they definitely will need to bring the card with them, the parent cannot just put the number on the authorization form.
