Like the PP said, your park tickets will be on your room key. I don't know why you would have gotten park tickets in the mail last year. The only tickets that haven't been on my room key were the party tickets. The heavy plastic tags are luggage tags.

if they are like the ones we got earlier this year, the paper part of the luggage tag is actually in the booklet with all the info about package components--has a little card you put name & address on. Then you cut that out (or punch it out, can't remember that part) and it slides in the back of the luggage tag with the Disney castle picture on it. You then use the clear plastic loops to attach a luggage tag to your suitcase.
They have not issued separate tickets for quite awhile...they've been loading them onto the room cards since for at least a couple years. It's actually quite handy to not have a separate card for room/tickets/meal plan...really nice to only keep track of the one card.
