Ours doesn't, but since they do aim to be competitive and don't have "everyone plays" rules I sometimes think it would be kinder if they did. At least in the sports where they have so much more turnout than they need to field a team, anyway (really just baseball & football here). Being part of a school sports team is such a huge time commitment and for the players that wouldn't have made the team without the no-cut rule they often put in all that time and work without getting much/any playing time. Community/recreational leagues mostly go up to age 12 or 14 here and the less talented or less experienced players would be better served, IMO, playing at that level to learn the game and get some practice/playing time, then trying out again the next year. Not riding the bench but being able to say they're on the school team.
