Sometimes kids just stop short. I don't think he did it intentionally to tick you off. Adults need to realize that children think like children, not like adults. Especially a toddler. Yes, maybe the mom should have tried to move him along a bit quicker, but maybe she didn't anticipate someone rushing up behind him. To have kicked his toy, you couldn't have been coming from a great distance or you would have seen him.
It's not only parents who need to make sure they are aware of their children in Disney (or anyplace else for that matter), but others also need to be aware that they are in a theme park, not a club or a bar. Respect the little people in Disney. They're just kids. Don't ever take anything out on a child just because the parent made an unintelligent decision.
