Junior Suite at WL????

Can someone here tell me if you can get a junior suite on the club level at WL?

I think you are talking about deluxe - and it doesn't seem so.

Although they are not located on the 7th floor, they do include concierge.

1) No, you cannot get a deluxe room on the Club Floor.
2) However, you do get a room key to get elevator access to the Club Floor.

This really should not be a big issue. Several of the deluxe rooms are located in the inner courtyard area, and are very close to the elevator up to the 7th floor. In many cases, your Junior Suite may be a shorter walk to the concierge lounge than many of the rooms ON the 7th floor...if you are booking a Deluxe room, just request a room close to the elevators.
