I heard existing members can't take advantage of this if the member lives in Texas? Is that true?
There are some states that will not allow
DVC to give it's residents the referral gift - that is up to the state itself and is not within DVC's control. At one time Indiana would not allow the referrals but has changed that position over the past few years.

Eligible Jurisdiction is any jurisdiction that permits rewarding Members for their participation in the Program.
Current Eligible Jurisdictions are: Alabama, Arizona, California, Colorado, Connecticut, Delaware, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Mississippi, Missouri, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, Puerto Rico, Rhode Island, South Carolina, South Dakota, Utah, Virginia, Washington, West Virginia, Wisconsin, and Wyoming. DVD reserves the right to add or remove Eligible Jurisdictions as business and legal circumstances allow."
