As when he changed his stance on the 9-11 commission.
As he was when 'standing on principle' by not allowing Condi Rice to testify, and then relented
As he was when he called gay marriage a state issue, then backed a federal ban on it
As when he signed the McCain-Feingold Campaign finance bill, after opposing it
As in the months after 9/11 he resisted the Democrats call for a re-organization of the government to better co-ordinate domestic security efforts. When pressure grew to the point that even Republicans were abandoning him, Bush reversed course and insisted that a Homeland security Department was necessary.
Or as in, according to Time magazine " Bush is allowing another commission to investigate pre war intelligence on Iraq, which he had also opposed; wooing the UN, which he had derided; and signed the Sarbanes-Oxley corporate reform bill, which he had resited. In each case he ended up where a majority of the public sits".
