I've used it for a long time. I like it and find it convenient. I have heard of some problems with it with hackers - although I would assume that's pretty rare. I don't think Canadians have trouble using it but I can't be positive. I know when I've sold stuff on ebay to Canadians they have paid me with paypal.
What I have heard to prevent fraud is not to leave money in your account.
