I've stayed at Port Orleans and at the Swan

Why are the grounds so much cleaner at the Swan over a Disney resort?

I stayed at Port Orleans Riverside last year and the area around our building, Alligator Bayou 14, was filled with a lot of garbage to include a food tray, bottles, hangers, etc.

Also, there was lots of cigarette butts along walkway to main building.
