I was in Europe a couple of years ago right after college so I was definitely on a budget. Here a few of my tips:
Look into staying at Plus Hostels. We stayed at Plus Camping Fabulous; it is about 30 minutes from the center of Rome and only about 15 minutes from the ocean. It was very reasonable and it was our favorite place that we stayed in our whole 4 weeks aboard.
When at the Vatican Museum, people will try to convince you pay to go on a special tour which will get you to the front of the line. My tip is to send someone from your group towards the front of the line and ask someone how long they waited in line and then decide if the price of the tour is worth it.
To bring down the cost of the airfare look into flying into somewhere cheaper than Rome like Paris or London. We flew into Paris and then were able to get a flight to Rome for $120 a person.
Also look into getting the Roma Pass. It gives you free transportation and also admission to the first 2 museums and then it is discounted after that.
