It's really not much of a bearing on things at this point. It's numbers. Magic Kingdom for instance. It only hits capacity a few days a year. One of those is 4th of July. That full Capacity is about 100,000 people. However- during the summer the average daily crowd is something like 55,000 people. So- if right now they are operating at 45% capacity- that means they are still letting in up to 45,000 people. That is about 80% of what you'd see on a normal day. So yeah- they may be limiting things to 45% or 40 or 42, but in real terms, other than holidays- we aren't that far off.
