Is this statement true about Magical Express

International Visitors - If the Orlando International Airport is your first point of entry into the United States, you will follow the U.S. Customs & Border Protection process and claim your luggage upon disembarking the airplane. Once you have completed this process you will proceed to the main Terminal building where you will be met by a Disney Representative. Your luggage will be transferred to the Baggage Claim area, where Disney will collect it if tagged with Disney's Magical Express luggage tags. If you have already completed the US Customs & Border Protection process in another US city or before entering the US, you will proceed directly to the main Terminal building; and Disney will claim your luggage

I am only asking this because when flying to Orlando International Airport (from Toronto, Ontario Canada & I assume it's the same in all other major Canadian Airports) we clear United States Customs in Canada, so we do not have to clear them in Orlando like visitors from the United Kingdom. So if my family ever wanted to do DME, would they know we clear Customs in Toronto & not in Orlando as that statement says. I realize we are both International visitors to Orlando & the United States, however I think they (DME) assumes Canadians also have to clear Customs in Orlando when that is not how it works.

So if anyone can answer this for me I would appreciate it.

That statement is true.

If you put the yellow tags on your luggage and you are not directed to the baggage inspection part of customs in Orlando, ME will take over.

The significance of clearing customs in Orlando is that the luggage will be in your hands for a moment at that point and you have the choice of keeping it and bringing it to the ME bus, or handing it back to be delivered magically and automatically.

Normally Canadians and citizens of other countries who "pre-clear" customs in their home country will not clear customs in Orlando but there are occasional random times when re-clearing in Orlando is ordered.

When we flew from Toronto two weeks ago we cleared customs in Toronto. We put the ME luggage tags on our luggage before we checked in with the airline. We never had to collect our luggage in Orlando it arrived in our room through ME.

This phrase in the section you quoted answered your question:

If you have already completed the US Customs & Border Protection process in another US city or before entering the US, you will proceed directly to the main Terminal building; and Disney will claim your luggage

Obviously DME doesn't let you skip customs. If for some reason you have to clear customs again in MCO then you'll have to grab your bags and go through customs otherwise DME will "magically" deliver your bags directly to your resort.
