I am going to get a Butterbeer mug as one of my souvenirs from this trip. I've never gotten one before because I hate, loathe, and detest all things butterscotch flavored, but I'd like to have the mug. My question is after I get it, does anyone know if I can use it as a refillable mug?

I would email guest services so you have it in writing if it is considered refillable

Polices change and you want to be current with the info

When potter opened, I bought the B.B. mug and used it for the discount drinks for B.B.
But that policy has altered now

As macraven said, the policy might have changed, but a few years ago (when we bought the souvenir Butterbeer mug), we did use it as a refillable mug for soft drinks. Total guess, I would assume it could still be used as a refillable mug for other drinks (perhaps not Butterbeer), but an inquiry to USO would be best served. Let us all know if you find out for sure!
