Whatever happened to a few balloons and a some proud words from mom and dad? Giving children too much material things at a young age only sets their expectations higher the next time.

Yeah, I think it is a bit much. Actually, I think under-grade "graduations" are sort of silly in and of themselves; it isn't as though they've finished their required education at that point. I'm glad our school district doesn't have any graduation but the one from high school.
