Is there a need to get a fastpass for TSMM anymore?

When you get the 4th FP+ after you used the first 3 can you use another tier 1? So if OP has FP+ for Toy Story plus 2 others and completes them, a 4th gets offered can they then grab RnR if available?

One thing to consider on Toy Story if you are disabled or anybody in your party it can take ages to wait to get on the special cars. Allow extra time we have waited here for an extra 40 mins before.

Yes, once you've used all of your first 3 FPs, you're free to get the 4th for any attraction that still has availability regardless of the tier. However, when we were there in June and wanted to schedule a 4th, there was no availability for RnR. I'll say that we were trying to schedule for 6 people and I even tried breaking it down into groups of 3 and then 2. Nothing. However, there was plenty of availability for a group of 8 for TSMM. I'd say if someone definitely wants a FP for RnR, make sure that's one of the original 3 pre-scheduled FPs.
