Is There a Naughty List?

As Dug720 has said to make a naughty list you really have to work it. Every hotel has legitimate complaints but ones where peoples solutions are upgrade my room, give it to me for free are going to make a list.

There's no naughty list, but there is a guest file. Compliments/complaints, accident reports, those comp slips you sign at GR, etc.
