Yup, and the city has to have the money to pay those people. The money isn't there right now unfortunately. I'm sure most governments and private companies would LOVE to have all of their employees working right now.

I believe that PNC is a private place, and it has nothing to do with the citys money, but I may be wrong??

Sorry to hear it was cancelled. We used to go every year too. Last year we left disappointed though and weren't planning to go again. I did notice it seemed to not have as many lights and I really felt like we overpaid for it too.
