It is permanent.

It is a permanant ride.

The movie will change sometime in the next year to make it more of a "world" theme than a California theme.

The ride was so successful and well reviewed in CA that the decision was made to bring the ride to FL for the 50th celebration before there was time to make a new movie.

It was a gift from Disneyland as part of the 50th celebration. That is why it came with the movie that is used in California. Once the celebration is over they may change the movie.

When we were in line last week the CM was telling us that they would be changing the movie to a US movie within the next 4 years which I thought seemed like an awful long time away.

Not really if you think of it like this, the average family visits Disney once every 2-3 years. So you can go and see the CALIFORNIA video and then in about 4 years after the newness has worn off a little the can debut a new movie. Giving you a reason to make sure you see it again.
