Is satellite falls only for concierge guests?

Is satellite falls only for concierge guests? I didn't think that it was, but based on the deck plans it looks to me that you get to it thru the concierge area?
If it is available for non-concierge guests, how do you get to it?

The concierge sundeck is closed off in that inside space on the deck plan. The public space is around it.
 
Satellite falls is for all adults. You get to it from Deck 13 elevators, head outside and turn to the bow of the ship or forward. The concierge sundeck is on the same deck as Satellite falls but it's in the center of the deck.

You can also reach Satellite falls by the forward stairway on Deck 11, near the Cove Cafe. Continue up the forward stairs on Deck 12 to Deck 13. Head forward to the bow of the ship.

As long as you are outside on Deck 13, you will find it.

Not a great picture, but, this was taken from the starboard side in front of satellite falls. The blue wall with the white wave design is the enclosed concierge deck (entrance on the left). To the left (out of the picture) is the walkway around that deck (on on the other side, also). That's how you get there.

Maybe I've just been very lucky, but this is one area where I've never seen any kids. And I've never seen it crowded either, maybe a dozen people total at the times I've gone.

Ditto, we spent a lot of time there on the Dream and never saw kids. It was never crowded and always quiet. I felt like a lot of people didn't even know it was there!
 
Been on 3 Fantasy cruises and all 3 times saw kids at Satellite falls--no crew member said a thing.

And true--it's usually not crowded
