If you have to redeem your voucher for the AP at the park, do they waive parking fee if you have the voucher in hand?

No. Once you exchange your voucher for your AP, you can ask Guest Relations if they will issue a refund of your parking fee (take parking stub with you).

If you are staying at a WDW Resort, you get free parking at the Theme Parks with your resort parking pass.

This is what we were told as well.

Odd, they waved me through the first time I got my annual pass in 2010 and had to turn in the voucher. It's worth a shot at the very least.

Depends on the CM at the toll plaza. Some will, some won't. Policy is only an Active AP (or PAP) is entitled to free parking.

Why not get the AP at Guest Services in Downtown Disney before proceeding to the park?

I'm not disputing what you're saying, but if PAP means 365 days of park access including free parking, then that would have to include the day I'm redeeming it wouldn't it? The fact that parking precedes the ticket window can't be held against the recipient. I would probably just redeem them at DD before going to the park, but we're going to be short on time the day we arrive. Ok, anyway I was just wondering how that works.

Like erionm said, if you are required to pay at the booth you can obtain a refund after the active AP is received. Unfortunately Disney isn't going to extend the benefit-of-the-doubt to every person who claims they will be activating an AP, and it makes little sense to have a ticket purchase location immediately outside each park gate.

Pay and get a refund. Would take a lot less time than stopping at Downtown Disney.

As others have said, they don't hold anything against you... and it really won't cost you much time to get your refund... they will gladly give you a refund with a smile at Guest Services when you activate your pass. Universal Studios will actually charge you parking on the first day you use any pass with no refund. They tell you like 3 times when you're buying the pass online and their "team" members won't strive to please the guests like Disney CAST Members are encouraged to do.

That's happened to me too. I guess it just depends on the person working.

Sounds Good! And I get what you're saying about not "extending everyone the benefit of the doubt." Thanks all!
