Is Napoleon Dynamite set in the 80's?

The whole thing seems 80'sish but then at the end when they are dancing, they dance to Backstreet Boys and Jamiroquai? When Lafawnduh comes, she seems pretty modern as well.

It is on HBO right now so I was watching it again.
