Is Mickey's Toontown Fair still there?

We were at WDW for the first time from 9/10-9/18/04. It seemed to me that when I rode Dumbo with my DD3 that you could look over a fence and see some construction going on where Mickey's Toontown should have been. Did I miss something, was Toontown really still there? or are they building something else there where it used to be. They still list Toontown on the MK maps and I know that my DD would have really liked that Barnstormer roller coaster ride.

The construction area that you saw was the old site for 20,000 Leagues Under the Sea not Mickey's Toon Town Fair. Toon Town is still there, it is over behind the Tea Cups on the other end of Fantasyland
