can Magical Express only be used with a package or also for room only at Disney?

DME can be used by anyone staying at a Disney owned and operated hotel. Whether on a package, room only, Vacation Club points, etc...it doesn't matter you just have to set it up with your booking agent (travel agent, CRO, Member service, etc.)
