If you were to board the Epcot monorail at the TTC and get off at the main gate, is it possible to get around to the boat launch for the Boardwalk(at International Gateway) without entering Epcot ? If so, how ?

No, you would have to walk through Epcot.

you can take the bus to Studio and ride the boat from there or walk.

these resorts are called Epcot resorts - but think of them as Studio resorts for transportation purposes.

Looking at the maps, I kind of suspected as much. One of those few areas where you can't make a connection on the Disney transportation circuit.
