is it possible to upgrade to a park hopper in this situation?

my parents had 4 days left on an old no expiration date base ticket.

they went to disney springs yesterday and exchanged the old ticket for a new rfid ticket.

my mom would like to go to MK, epcot, and HS but would prefer to do epcot and HS on the same day because they are running low on time due to visiting numerous friends/family members plus my mom doesn't know if she can handle 3 full days without us kids there to push her to do it.

is it possible for them to upgrade that ticket to a park hopper or no?

No, sorry. Although the ticket was exchanged for a new RFID ticket to work with MDE and WDW's park entrances, it is still the original ticket "wrapped in new packaging." Any WDW ticket, even a non-expiring ticket, can only be upgraded within 14 days of first use. In the case of this ticket, that time passed long ago.
