Is it big enough....

We did POP with 2 adults, a 2, 5, 7 year old :)
Would you "need" a pack n play, or can the LO just sleep on the bed?
If we were not over the legal capacity, we would go back to POP with all 5 of us.
 
I'm going with six people and decided on an offsite townhome. It's Disney decorated, three bedrooms, and about 15 minutes from MK. Yes, we do have to drive ourselves, but I don't mind. And now my MIL is coming, with electric scooter, so we will probably do a Music suite. The girls would appreciate there own beds, and find the flip outs fun.

May be able to ditch the double stroller for a single since the girls have discovered the can hitch a ride with Mammaw by sitting between her feet.
If you use a sling or some other type of carrier, then you may be able to get by with a single. At 6, my kids didn't need a stroller at all. At 4, it wasn't all that often but I was glad to have one by the end of our trip. We had several trips with a sling and a single and it worked out quite well. (Including a trip with an 11 month old, 3 year old, and 6 year old so close to the ages you have).

Are the rooms at Pop big enough for...2 adults, a 6 year old, 4 year old, 15 month old, double stroller AND pack and play! For a whole week?

If the rooms are a similar size as the All Stars, then no, IMO that wouldn't be big enough for the party and gear that you're talking about.
 
It's not ideal but can be done. We went with 2 adults, a 6 month old, a 7 year old and a 9 year old. We didn't have a double stroller but a regular one that we kept open and put in a corner by the table. The pack and play provided by the resort stayed between the wall and the bed. A double stroller may make it a bit more snug but it's still doable if need be.
