Is EVERYONE guaranteed at least 3 fastpasses?

Perhaps it is a dumb question, but does everyone get issued at least 3 fastpasses, even if availability doesn't appear available for a 4th?....I know it could potentially be for unpopular (is there such a thing any more?) attractions like tiki birds or Country Bears, or Nemo and Living with the Land: something!? But I was wondering if there is always some availability for your first 3, even if you arrive in the afternoon or early evening?

The FP+ system allows you to book max 3FP+ per person per day in advance (60 or 30 days). As for the availability of FP+, I don't know if it has ever happened that all FP+ are gone in the system at anytime of the day for any ride that you cannot even get at least the first 3....
 
There is no guarantee but chances are something will be available. Is there a reason you can't book them in advance?
 
I was really wondering if they add fastpasses to the system day of, as I am seeing 100 minute waits for things like Jungle Cruise, and 4 hour waits for Soarin? I imagine that if they have to add in fastpasses for those who have none, the standby times would have to increase,...and I am not talking about only headliners. If in all Disney marketing, they play up the magic bands and fastpasses, and if people arrive and cannot get ANY, that would be a huge problem...so I wanted to know.

I like Jungle Cruise, and I like Soarin, but there is no chance that I would get on lines with those waits: I would take a vacation someplace else, if that is what I would have to look forward to on every attraction: no fastpasses and waits that take so much of the day.

...I was wondering about people who buy a ticket at the gate, or do not know that your vacation has to start long before you leave home.
 

I was there on 4th of July weekend last year, and even on a busy afternoon at a mega-crowded park, there were still FastPasses available at the kiosks for many attractions (though not the top headliners). I'm sure there are always FPs of some kind available.

It's every man for himself. And there are no reliable reports that they hold back fastpasses for day of.

Thanks!...THIS is what I was interested to know, as the waits seem inflated to me, if there aren't excessive amounts of FPs handed out like mints.

People are constantly releasing FPs so they come available same day. I know I've been known to be standing in a line for something I have a FP for later in the day and cancel it. I'm the rare breed of person who doesn't mind standing in line, might be because I'm from the old days before FP so standing in line was just what you did.
