My wife and I and our 2 children (Daughter 4 years old and Son 6 years old) have visited both parks. We have had an anual pass for Disney World Florida and currently have an anual pass for
Disneyland California.
One thing I must say is that if your kids are 40 inches tall, you are definutly going to have a better time at Disneyland California if they like the E ticket Attractions. Here are some differences that I think are interesting about Height restrictions:

Adladin Carpet ride, People Mover, Time Keeper, Carosel of Progress or Allien Encounter.
For convienience, beautiful weather, intimacy and for rides that are made for the smaller folks I preffer Disneyland California over WDW Magic Kingdom much better.
Negatives: On Busy Days Disneland will definutly feels much more packed because it is smaller than the Magic Kingdom in size.

In my oppinion Disneyland/DCA is much more suited for children that are 40 inches or taller. The weather is a big factor too and so is convienience of getting around.
