Is Captain Cook's at the Polynesian only open for guests staying at the resort or guests staying on-site? If I'm staying off-site can I still dine there?

Anyone can visit the resort, and eat at the restaurants. About the only thing you can't do is use the pool.

If anything, Disney encourages non-resort guests to eat there or at any other resort restaurant. First, it takes some of the congestion out of the parks. And second, it encourages you go explore the resort, fall in love with it, and stay there on your next trip.

In general I think the food at the resort CS locations is mostly better than the park CS locations. The menus at the resort CS locations all expand at dinner, too, while the parks usually do not.

As all others have said - definately yes. We headed there one Saturday morning for breakfast. There was also a special luau lesson given in the lobby that morning. We joined in and then headed down and had Tonga Toast. It was great, we were able to get an outside table and had a wonderful time.

We like to dine there as well. We've stayed at the Poly before, but it's hard to justify the $$ now- so our compromise is to stay at a moderate and go dine at the deluxes, shop, hang out in the lobby. :thumbsup2

As others have said.....yes, you can :). Captain Cooks is one of our favorites for resort CS :goodvibes.
