I don't think it's park protocol, but common courtesy and respect, although Disney could disguise it as park protocol to be polite. They really should coach the chaperones in how ensure that their group doest not annoy the rest of the people in the park and give the other guests a bad impression of their country.
You said it better! "Park protocol" isn't the best phrasing. The way you worded is more what I had in mind. Our church sends groups to our sister church in a remote town in Haiti every other year and the groups who go are versed in the customs and "do's and don'ts" of their culture so that when they're there, they don't do or say something that could inadvertently be insulting or give a bad impression. They also try to learn some Creole phrases so as to be able to communicate a little with them.
