From what I can tell (with only having two examples) I still "owed" money after using the CTC last year and I got the advance credit, even though the EIC wiped out what I would have "owed." A friend who only works PT and did not qualify for the CTC (but did qualify for the Addtional CTC) did not get the advance CTC. So my guess is if you used the CTC on your taxes and still owed money (regardless of elegiblity for EIC) then you qualify for this advance CTC, if you couldn't use it or used part of it and it wiped out all your taxes owed then you don't qualify.
I agree that is kinda screwy to be giving money to those who would not be paying. Though it was nice to get the money just in time for back to school shopping.
