Yes they can. Here's what we do:
We set the iTunes so that it doesn't automatically load all the songs to the iPod when it is plugged in to the computer.
We have different folders. For example, I have one for audible books that I download to my iShuffle. (You could then set up a separate folder for each daughter on iTunes and they could park all their music in their folder. )
Then, when we plug the iPod in, we just pick up the correct folder (or item in a folder) and drag and drop it over to the iPod....

That's what we do. My computer is what we use for my ipod, DH's ipod and my youngest DD's.
My older DD has her own ipod and her own computer, so she does her own.
