Yes they can. Here's what we do:

We set the iTunes so that it doesn't automatically load all the songs to the iPod when it is plugged in to the computer.

We have different folders. For example, I have one for audible books that I download to my iShuffle. (You could then set up a separate folder for each daughter on iTunes and they could park all their music in their folder. )

Then, when we plug the iPod in, we just pick up the correct folder (or item in a folder) and drag and drop it over to the iPod....

That's what we do. My computer is what we use for my ipod, DH's ipod and my youngest DD's.
My older DD has her own ipod and her own computer, so she does her own.

FWIW -- I would go for the nano for the 20 yoDS; for the 9 year old, I would get an MP3 player -- not an ipod. Around Thanksgiving last year they were practically giving them away. I got my then 10 year old DS one from Best Buy that included free downloads from Napster. SInce he was young (and it was small), I worried that he might lose it. At that point he only lsitened to a few songs (he was still listening to Radio Disney, and he's not allowed anything with explicit lyrics). He took great care of it! He wanted to upgrade to an iPod mini, and saved his allowance and birthday money for one. He loves it, and since he spent his own money, he definately takes better care of it than anything else he owns. I really think a child that young can start with something smaller and cheaper, and ultimately move up to a more expensive model.
