There are many different iPad offerings. Obviously the more storage you have, the more you'll pay. Currently the most is 128GB. Here's a link: http://store.apple.com/us/ipad/compare As far as how you transfer things, you would back it up on a computer and then transfer it to your new device.
Or you back it up to the iCloud and transfer the data from the cloud
backing your old iPad to your computer and then restoring it onto the new iPad will work... but it is recommended that you start fresh and new...

If they were bought through iTunes they'll all be there in the account for re-download.The only way to ensure that is to stick with what you have. There is always a risk something could go wrong and you would lose everything.

In a perfect world, that is certainly true. But we don't know that it is the case for OP. The only way to be 100% sure not to lose them is to leave them on the device they are on and not mess with it. If it is that important to her she may wish to be better safe than sorry. Not necessarily the choice you or I would make but it is a risk-free option.
