If he likes to load movies, go with the 64 GB model. The one bad thing about iPad's is that you can't add memory. What you buy is what you get...no adding memory cards, etc.
I have the Wi-Fi only model, and I've never missed having 3G. I have an iPhone for on the go, so I've never had a need for the 3G on my iPad. Hotels usually have free Wi-Fi service, and so do a lot of restaurants, etc.
It's worth adding...you might want to wait to make your purchase. On Black Friday last year, Apple (online) reduced their prices by around $70 on the iPads. That's when I bought mine. I also went through a shopping portal on my Visa (or Mastercard?) that gave me an extra 7% back.
Also, skip the Apple Care plan and get a warranty through Square Trade instead. Google for a coupon code, there's usually one floating around. It's a better insurance policy than Apple Care, and much less expensive.
