I don't remember rules like that. But I do know that at any point any themepark can change things up. Headless Horseman during the MK Halloween parade isn't an absolute, even if you wait 1.5 hours for the parade. Any single rider line can close.

There was a post a while ago about the lack of ATVs at one of the parades. I'll try to find it.
