Only the II resorts offered in the DVC World Passport Collection are available using DVC points. DVC members do not have access to the entire list of II resorts.
I've been told that Disney picks and chooses from all the II resorts for "the best" of those II has to offer. By that they mean the most family friendly, most accessible, cleanest, most spacious, etc. Not all of the II resorts offered in the book are considered five star.

I'd agree that DVC picks and chooses. But would insert that there are other factors besides quality. No new resorts (it usually takes at least 2 years, generally no limited availability resorts and no Orlando resorts which has many of the best resorts in the world a number better resort to resort to any DVC other than location. The new resorts is a real problem for world class resorts since one of the best times to trade in to theses resorts is during the building and selling process.
