Fairfield resales are out there for El Moro Tower El Cid at Mazatlán - for 50% to 90% less than developer prices. He'd have to check on the number of years left on the contract since that's a "RTU" (Right To Use) ownership unless your brother is a Mexican citizen.
Also, a Fairfield points (
resale) ownership at any other Fairfield property may be used to reserve vacations
there... at a fraction of the cost with full ownership (not RTU). Your brother would learn a lot about timeshare at
TUG. There's also a
Yahoo! group for Fairfield owners with quite a few El Cid owners on it. One nice benefit to owning with El Cid as the home resort is that it's the only Fairfield resort which may be traded via both II and RCI - much more flexibility than most. Also, with Fairfield, the location of one's home resort does not affect trade power. He would be trading with the averaged trade power for all Fairfield units of similar size and season within the exchange company's system. Fairfield is a pretty good trader... not top tier and not at the bottom either.
Unless your brother is able to plan his rare DVC vacation fairly last minute during quieter travel times, with plenty of flexibility for date and room size, he would likely have difficulty trading to DVC. I have known of Fairfield owners who have traded in via II but it's not an easy trade.
