They were talking about only opening the gateway in the morning and evening due to low attendance - did this ever happen?

Considering this is the entrance used by the Disney transportation boats for guests at BCV, Y&b, BW, Swan and Dolphin, I doubt that they would ever close it.

I would not think they would limit the international gateway hours, All the epcot resorts use it. I have been during off season, and it takes very few cm's to man the gateway during that time of the year.
