Here is Snopes' page on the cell numbers being released to telemarketers. It's not entirely true, but not entirely hoax either. It will use an "Opt-In" list.

Hi.
I spoke with Linda Streetman (our guide) this morning about the rumors. She confirmed that they are, indeed, just rumors. She also recommended sending an email to DVC member services to express your interest, and cc'ing your guide.
