Is there a website that DBF can put his resume so that it can be seen by all of those that are hiring? On the same note would hiring a recruiter to help find him a job be worth it? Thanks
 
My experience with recruiters lately is that there is a small number of jobs for which they are trying to place people. Everyone is vying to fill the same positions. I wouldn't pay one right now to place me. Things are tight and they'll promise you everything and then not deliver.

I've found my greatest success in being contacted by recruiters to be posting for jobs on Monster.com, yahoojobs, thingamajobs, etc., and leaving my resume open for potential employers to view. I have several iterations of my resume on a bunch of these sites and recruiters do find my resume and call me. But, because there are so many applicants and so few jobs, I've learned not to get too excited when one calls, unless they put me in direct contact with the employer. Also, many of these positions are contract jobs that will end in 3-6 months.

Has he considered going through a headhunter? That was how I got placed in my first IT job, just 2 days after graduation. I went through TEKsystems, mainly because the husband of a girl I'd known since I was 4 worked for them and they were members at my parents' church; my dad happened to mention my upcoming graduation and Matt suggested I contact him with my resume. He did basically all the work from there.

That job ended up not lasting (the company was teetering on the verge of severe financial problems when they hired me), but Matt also got me my current job, which I love more than life itself. It's utterly and completely perfect for me--I get to work from home (or from anywhere), so I'm actually staying at my parents' condo in FL for the next 3 weeks and working during the day from here, then hitting WDW at night. :goodvibes I'm so grateful for that that I pimp TEK to everyone I meet, pretty much. Lol.
 

If he hasn't already, make sure he gets set up on http://linkedin.com . While not exactly a recruiting site, it's a great place to connect to his peers and network. Some IT recruiters do look there as well. I was headhunted for my current role and have since had other inquires through my presence there.
