All it is really going to do is possible convince someone to move on to the next room. I can't say I have ever had anything stolen from my room though, in the safe or not.

That's really poor policy to penalize a guest for trying to safeguard their belongings. I know hotels aren't generally responsible for what happens to our stuff, but I could see someone shooting holes in that fine print because of the fee.
