My family consists of, dh, myself, and four kids. At time of travel, they will be 12, 11, 9, and 1. If I book a package, it says our party exceeds max guests at POR.

However, I was just tinkering around, looking at aps, so I checked por as a room only. It lets me book it.

So, my question is, why do we have too many people to stay there as a package, but not as a room only?

It's the funky NW website. They seen to still be working out the kinks. Call for the package you should be fine.
 
You can only have 5 in a rooom at POR. 2 Queen size beds and a tiny pulldown bed.
 
You can have five plus one under three years old so you are fine. Just call.

She is considered a family of 5, because her youngest is under the age of 3.

OP - I am sure it is the new website; you should have no trouble booking POR, until your youngest turns 3.
