At my dessert party (which was held at the GF's marina), tables and chairs were set up for my event (my Event Manager did a lovely, lovely job with the theme of my event). I myself didn't sit down because I was too busy mingling with my guests (I didn't even have time to eat or drink). Most of my guests didn't sit down, either. However, my parents and my aunt sat for most of the party. Because of that, I have to say that having tables and chairs was a godsend.
Now, with that being said, if your crowd is young and no one has any special needs due to physical issues, then not having tables and chairs shouldn't be an issue. However, if you have many older guests or some with physical issues, definitely take into consideration the lack of tables and chairs when you make your final decision.
