can't seem to find an answer to this....is there a website or an expert out there who has touring plans for IOA? Is the park so small that they aren't necessary?

We're always able to do the whole park in a day, never had to really have a schedule, but I did educate myself on the park and the rides they have just to have a "heads up" on things. I found information in the "Unofficial Guide to WDW". There is information in there on US and IOA, and if I'm not mistaken, I think there is a touring plan for the park in the back of the book. Good luck finding the info.

Are you staying on-site? If so, you don't need a touring plan at all. Or, if you're going during a slow time of year, I wouldn't think you'd need one either.

Kelly Monaghan has a good book, Guide to Universal Orlando, which you can find on Amazon.
 

Here's a guide copied from rec.roller-coaster:

Arrive to the parking lot of USF at 07:45am.
Parking garage opens at 8am.

Walk to the gate of IOA, get your ticket if needed and get in line.

For IOA, the turnstiles to the left are used first, at USF the ones to
the right are used first.
At 08:45am, they let people in.

Run to Hulk, get a front seat ride, go again.
As you exit Hulk, get an express pass for noon.

Ride Spiderman, and Dr. Doom, they will be walkons.

Continue to Rip Saw Falls, 5 minute wait.
JPRA, Popeye. You'll be soaked, but dry off.

Deuling Dragons, 5 minute wait. You can even wait for the front if
you want.

Continue back to the front of the park.

Go on Dr. Doom and Spiderman using single rider lines. To use them,
go up the exit of the ride and you see them.

Use your express pass for Hulk.

It is now noon, goto USF and do some shows.

I notice that none of the kiddie rides are listed such as the rides at Suess landing. I would use this guide and then go back and hit the kiddie rides and also Posidon and any shows.
 
We were at IOA on Monday (4/5). Get there early and follow the above. We took dry clothes and changes after the wet rides. You may get really wet.

By mid-afternoon everything was packed with 60 minute waits. We walked on Hulk and spiderman getting there at opening.
