Ignore ME

Could someone give me an idea how they achieve the effect used on the clearish mickey heads with the photo inside?

I have Photoshop CS2, and am pretty literate when it comes to pretty much anything computer based. I just don't have time to figure it out do to leaving for the world on Monday.
