If my town got a direct hit from a hurricane

I live on a shore town. It's been quite a long time since we've had a direct hit from a hurricane, but it could happen any year. Since the last hit our coast has gotten so developed. Our roads are still small with limited ways on and off the island. I worry for the folks in fla. but I know if a cat4 ever hit here we would be toast. To make it worst, we've had alot of warnings and suggested evacuations. But nothing has ever really come of it. So folks are complacent. They generally don't heed the warnings or evacuate. Some folks board up the windows and move the cars to high ground but that's about it.
