When do they make that call (internally) and do they "announce" it? For example, is it possible for them to cancel it at 8:45pm (when it's scheduled for 9pm)?

Yes, it is possible to cancel at the last minute, and they will announce it in the park as soon as they know it is not happening. Weather and technical issues can change without notice. It is a rare occurrence, but it can happen.
